DUTIES AND RESPONSIBILITIES OF THE CHANCELLOR OF THE DUCHY OF LANCASTER

[This EDM was tabled jointly with Shadow Constitutional Affairs Secretary Oliver Heald. It was supported by 56 Members of Parliament.]

That this House notes that the Chancellor of the Duchy of Lancaster has completed just eight minutes at the Dispatch Box since his appointment in September; also notes that the Minister for the Cabinet Office has declined to reveal the sum earmarked by her Department to cover the cost of creating a separate Chancellor of the Duchy; further notes that previous holders of the post primarily engaged in election campaigning have not been paid a full Cabinet Minister's salary; and accordingly regrets the departure from precedent in the case of the Right honourable Member for Darlington.

SILENT CALLS

[This Motion was tabled jointly with Labour MP Jim Knight. It was supported by 74 Members of Parliament.]

That this House condemns the practice of computer-generated random telephone number dialling to circumvent people's preferences for telephone privacy in order to sell them goods and services by cold-calling; notes that when one call is answered, many others are automatically terminated, thus causing disturbance, annoyance and fear that silent calls are being made by individuals with evil intent; is gravely concerned at the amount of fear, suspicion and mistrust sown amongst the recipients of these silent calls; and puts the telephone marketing industry on notice that, if such calls continue to be generated, legislation must be brought forward to ban them.

ADVENTUROUS ACTIVITIES & THE EU WORKING AT HEIGHT DIRECTIVE

[This Motion was supported by 85 Members of Parliament.]

That this House is surprised and concerned at the attitude of the Health and Safety Executive (HSE) in respect of EU Directive 2001/45/EC laying down safety rules for working with ladders and ropes; notes the sensible approach of other EU countries, which realise that the Directive was never intended to cover outdoor adventurous activities such as rock-climbing, caving and mountaineering, let alone high-wire circus acts; deplores the failure thus far to rule such activities as being outside the scope of the proposed regulations; and accordingly calls on the HSE to abandon such gold-plating of sensible suggestions, which reduces them to absurdity.

BREAST CANCER RESEARCH AND AWARENESS

[This Motion was supported by 93 Members of Parliament.]

That his House notes with concern the gradual rise in the number of newly diagnosed cases of breast cancer recorded annually by the National Statistician; welcomes the production by the NHS of 1.5 million copies of the leaflet entitled, 'Be Breast Aware', in 2002-03; acknowledges the research undertaken by the Committee on Carcinogenicity of Chemicals in Food Consumer Products into organochlorine pesticides and environmental radiation as possible cases of breast cancer; and endorses the call by members of the Women's Environmental Network for a national strategy to reduce instances of breast cancer by promoting systematic research projects and public information campaigns.
