Sir Julian Lewis: Would it be fair to say that the step that has been taken to use development money for the immediate or relatively prompt increase in defence spending is essentially a short-term measure that will have to be substituted with long-term measures, given that the increase in defence spending, if it is to fund a security contribution to a divided Ukraine, will be an indefinite commitment?
