Sir Julian Lewis: I warmly welcome the appointment of the Minister and congratulate him on it. Like me, he will appreciate that the security and intelligence agencies are reluctant to be seen to interfere in the democratic process, but does he agree that steps must be taken to ensure that the proceeds of kleptocracy in countries such as Russia are not used to infect democratic political parties in this country and elsewhere?
